Rockets only proc the explosion once, while a void sniper would proc it on every shot as well so you'd get much more "extra" damage.

Fragments: the one that grants volatile on grenade kills, the one that makes targets explode, the third is preference. This builds a good starting place. It should give you nearly 100% uptime on volatile rounds. Theres some more niche changes you can make to the build if you want. I personally run the devour fragment although its slightly less ...
